Fourth International Exhibition
 
Odessafilex-2018,
 
dedicated to the 100th anniversary of release first marks of Ukraine 1918 - 2018.
 
 
 
GENERAL PROVISIONS
The organizers of the exhibition are: a specialized philatelic magazine "RUS", a private production and trading company "Extra", a store "Philatelist" in Odessa, the Association of Philatelists of Ukraine. With the support of the Ukrainian state postal communication enterprise "Ukrposhta", the Odessa branch of the Philatelists Association of Ukraine and the Odessa Directorate of USPPS "Ukrposhta".
The exhibition will take place from 26th to 30th September 2018 in the premises of the Maritime Gallery of the exhibition center of the Odessa Maritime Terminal.

Sponsorship and sponsorship of the exhibition can be provided by any organizations, institutions, economic entities of all types of property, as well as patrons who are ready to contribute to the creation of a positive image of Ukraine in the world through the popularization of philately.
The exclusive right to use the logo of the exhibition and the production of any promotional products dedicated to the exhibition belongs to the Organizing Committee.
The exhibition status: national, with international participation, in recognition of FEPA.
TERMS OF PARTICIPATION IN THE EXHIBITION
Participants of the exhibition (hereinafter - exhibitors) can be members of the ACSU who have the appropriate exhibit and recognize this Regulation, as well as (by invitation) members of foreign philatelic societies.
Participation in the exhibition is free of charge for all participants.
To participate in the exhibition, no more than 4 (four) exhibits from one participant are allowed.
The exhibition accepts exhibits, which for the past five years have been awarded not less than a gold-plated medal on national or gilded medals at international philatelic exhibitions under the patronage of FIP, FEPA.
At the exhibition in the competition classes are not accepted exhibits, which at previous International exhibitions received the Grand Prix.
Until now, unknown applicants can take part in the exhibition, whose own exhibits will be shown for the first time. Such exhibits can be admitted to the competitive class "First Step" (promotion class), if there is a written opinion of the Commissioner about their compliance with the requirements of the Regulations.
CLASSIFICATION OF EXHIBITS ON COMPETITIVE CLASSES
At the exhibition, exhibits in such classes will be demonstrated and evaluated:
 
Traditional philately.
Marcophilia (postal history).
Thematic and motive philately.
Aerophilia and astrophylatelia.
The first step (promotion class).
Youthful philately (a copy of the birth certificate of the exhibitor is attached to the exhibit):
a) exhibitors aged 13-15 years;
 
b) exhibitors aged 16-18 years;
 
c) exhibitors aged 18-21 years.
 
Single-piece exhibit.
Philatelic Literature:
a) catalogs that were published after January 1, 2013;
 
b) books that were published after January 1, 2013;
 
c) magazines (only annual sets) and individual articles in magazines and newspapers (at least 10) that were published or published after January 1, 2013;
 
d) amateur publications (as a manuscript), which fall under the above points.

SUBMISSION OF APPLICATIONS FOR PARTICIPATION IN THE EXHIBITION AND PRESENTATION OF EXHIBITS
Applications for participation in the exhibition are sent to the address of the Organizing Committee through authorized commissioners before June 15, 2018. The title page of the exhibit with an annotation and plan must be attached to the application.
After consideration by the Organizing Committee of applications submitted from 01.07.2018, the list of exhibitors will be posted on our sites: odessaphilex.com; asfu.org.ua
The exhibits received at the exhibition must be delivered to the Organizing Committee not later than
September 1, 2018 (by mail) or September 25, 2018 (Commissioner).
 
Accepted artifacts of the literary class must be delivered in duplicate to the address of the Organizing Committee before August 1, 2018.
 
Each exhibit must have a title page, on which it is necessary to indicate the name of the exhibit, the name and the name of the owner.
The philatelic materials must be firmly attached to the solid white or yellowish exposure sheets, and the sheet itself must be protected by a dense transparent colorless film (preferably LINDNER). In the lower left corner of the sheet on the front side and in the upper right corner on the reverse side, its serial number should be indicated. In addition, on the back of each sheet it is necessary to indicate the name, initials and address of the exhibitor.
The plan and annotation of the exhibit are located on the title page. All texts on sheets should be written in Ukrainian or in one of the official FIP languages ​​(English, German, Russian, French).
Exhibition sheets should be enclosed in paper envelopes by the number of stands (one stand - 16 sheets). On the envelope, specify the number of the stand and the sheet number in it. The size of the demonstration surface of the exhibition stand is 138-96 cm.
Each exhibitor must safely pack his exhibit in front of the transportation and send it with a valuable parcel with a "Notice of Delivery", which will be delivered to the exhibitor after receipt of the exhibit by the Organizing Committee.
Each exhibit must be accompanied by an inventory in the established form in triplicate.
Exhibits of competitive classes should be placed on:
Classes 3.1. - 3.4. on 5 stands.
Class 3.5. (the first step) on only 3 stands.
Class 3.6 (youthful philately):
a) at 2-4 stands;
 
b) on 3-5 stands;
 
c) at 4-5 stands.
 
Class 7 - on 1 stand.
Class 9 - on 5 stands.
Exhibits of the competition classes, which at the previous national or FIPov exhibitions received an award not lower than a large gold medal, should be displayed on 8 stands (128 sheets).
Exhibits that do not meet the requirements of paragraphs 4.10. and 4.11. of these Regulations for exhibiting and evaluation in competitive classes are not allowed.
The Organizing Committee reserves the right to exhibit exhibits completely, partially or not at all, but all the exhibits will be fully submitted for the evaluation of the jury.
When deciding on the scope of the exhibit, the preference will be given to one that highlights the edges and branches of Ukrainian philately.
 
The Organizing Committee recommends that all owners of the exhibits insure them.
The Organizing Committee takes all the necessary measures to protect and preserve the exhibits from the moment they are received until they are sent to the owner.
The cost of delivery of the exhibit to the Organizing Committee is borne by its owner, and the return is carried out at the expense of the Organizing Committee within three to four weeks after the end of the exhibition.
Exhibits of the literary class are not returned.
 
Without coordination with the Organizing Committee, the exhibit can not be removed from the exposition until the closing of the exhibition. During the exhibition, it is not allowed to make any changes to the exhibit.
EVALUATION OF EXHIBITS AND AWARDS OF THE EXHIBITION
Evaluation of exhibits and awarding of awards are carried out by the jury (jury), which is approved by the Organizing Committee.
The evaluation of exhibits of classes 3.1 - 3.4, 3.6 - 3.9 is carried out in accordance with the FIP Regulation. Exhibits of class 3.5 (the first step) will be evaluated according to this regulation:
registration - 10 points; development - 30 points; knowledge and own research - 35 points; the state of things and their rarity - 25 points (the state of things - 10 points, rarity - 10 points, how difficult it is to purchase the material - 5 points).
 
The panel of judges has the right to make changes in the declared qualification of the exhibits, transferring them to another class.
At the end of the exhibition, the members of the panel of judges hold meetings with interested exhibitors, where they analyze the exhibits.
For exhibits of competitive classes 3.1. - 3.4, and also 3.8, there are such awards:
a) medals of rank large gold, gold, large gilded, gilded, large silver, silver, silvered, bronze;
 
b) diplomas.
 
For the exhibits of the youth class there are such awards:
a) medals of rank large gilded, gilded, large silver, silver, silvered, bronze;
 
b) diplomas.
 
For exhibits of competitive classes 3.7 and 3.9 there are such awards:
a) medals of rank gold, gilded, silver, bronze;
 
b) diplomas.
 
The best exhibit of the exhibition (an exhibit that will gain the highest score, but not less than 96) will receive the Grand Prix.
The best exhibit on the theme "Ukraine" will receive the National Grand Prix.
For exhibits of the "First Step" class, only diplomas are provided.
To award the best exhibits, special prizes are provided, provided by various organizations, institutions and individual benefactors.
Each exhibitor will receive a free catalog.
FINAL PROVISIONS
The exhibition program and the opening hours of the exhibition are approved by the Organizing Committee.
The exhibition is free of charge.
By signing the application for participation in the exhibition, the exhibitor thereby confirms that he is acquainted with the requirements of this Regulation and agrees to fulfill them.
On the territory of the exhibition, private persons are prohibited from trading and exchanging philatelic materials. The right to sell is solely by postal kiosks and other institutions under the official (written) consent of the Organizing Committee.
All visitors to the exhibition are obliged to observe the rules of law and order and follow the instructions of the security service.
All other issues not regulated by this Regulation shall be decided by the Organizing Committee of the exhibition in the working order.
